Hacked wifi

It’s my first time dealing with something like this, so please be kind.

Whenever I connect to my wifi, my location changes to Pakistan, no matter what device I use (iphone or laptop).

I was blocked from accessing certain settings like I wasn’t the admin, so I scanned everything with windows defender, found something, deleted it, restarted the pc and everything was back to normal for 2 minutes, then it started happening again.

I factory resetted the pc (unfortunately I didn’t have a windows Bootable stick, so I had to do it locally, probably the virus is still in the windows files)

This thing is still happening, and I’m not sure about what to do next, or if my phone was also affected.
